The Non-Contact Voltage Tester circuit uses a counter IC 4017. As in the circuit, a probe or antenna (a wire) should connect to pin 14 of the IC clock input of the IC. The probe connected to pin 14 detects the presence of an AC main phase supply near the line and if the line has any pulsating EMF (an active line) the LED flashes and indicates whether the line is charged or not.
