In this Delay switch using RC circuit, we can see that if we turn on the DC power by closing the switch S1, both the capacitors start charging. It means that as long as they keep charging, no current or little current passes through the LED D1. As soon as the capacitors get fully charged, no DC current can flow through them(as per the capacitor’s property) and now all the power appears across the LED and R1. Two capacitors are used here to increase the charging time hence increasing the delay.
