The fire alarm is clear from the given circuit diagram that if the resistance of the IR sensor decreases, the voltage V3 will increase as it forms a resistance divider network. Hence as soon as the fire is detected, the v3 increases, and hence the transistor gets turned on and the buzzer LED also gets turned on.
